This Evil Joe was a United States senator who in 1950, amidst growing fears and hysteria about spread of communism and Russia which seemed content to gobble up one democratic nation after another following WWII, made a speech in which he brandished a paper which he claimed had the names of hundreds of communist sympathizers inside the US federal government, the army, and society in general. Though ultimately publicly exposed by men like Edward R. Murrow, disgraced following the Army-McCarthy hearing in early 1954, and finally censured by his fellow senators in December of '54, there is no way to gage the amount of fear and paranoia this Joe ginned-up trying to make headlines or the countless number of lives he destroyed in those four-long years. But if anything is a testament to the insidious evil of this particular Joe, it is that since his rise (and ultimate downfall) his name has actually become a noun in the english lexicon for "any practice that endorses the use of unfair allegations and investigations".

I have a book that states that at his height of public influence, he had more coverage than Presidents Truman or Eisenhower. Scared people follow any ogre - look at Germany in 1932 or the Soviet Union in 1924.
